پس از سیل ویرانگر سپتامبر در منطقه امیلیا رومانیا در شمال ایتالیا، بسیاری از ساکنان مناطق آسیب‌دیده در کنار تخریب خانه‌ها و کسب‌وکارهایشان، با چالش‌های بیمه‌ای نیز روبه‌رو شده‌اند. فقط ۶ درصد از خانه‌ها و ۵ درصد از کسب‌وکارها در این کشور در برابر بلایای طبیعی بیمه هستند و این موضوع به یکی از بحث‌های داغ روز تبدیل شده است.
یکی از ساکنان روستای تراورزارا، کریستینا بکارینی، که خانه والدینش دو بار در طی یک سال گذشته سیل‌زده شده، می‌گوید که به دلیل سیل قبلی نتوانست بیمه‌نامه جدید برای سیل تهیه کند. پدر ۹۱ ساله‌اش که به آلزایمر مبتلا است، از ناحیه ران دچار شکستگی شده و اکنون در بیمارستان بستری است.
دولت ایتالیا قصد دارد از ژانویه آینده بیمه اجباری برای کسب‌وکارها در برابر بلایای طبیعی را اجرا کند، اما این تصمیم در مناطق سیل‌زده به شدت غیرمحبوب است. ساکنان این مناطق، به‌خصوص در امیلیا رومانیا، از اینکه به حال خود رها شده‌اند ناراضی‌اند و معتقدند که مسئولان به جای ایجاد امنیت بیشتر، آنها را مجبور به پرداخت بیمه کرده‌اند.
پیرآ آلبونی، یکی از ساکنان دیگر این منطقه، پس از تحمل خسارت سیل سال گذشته، خانه‌اش را با پس‌انداز خود تعمیر کرده بود، اما حالا دوباره با سیل و ویرانی مواجه شده است. او می‌گوید: "این سیل ریشه‌ها و امنیت ما را از بین برده است."
در همین حال، بسیاری از کسب‌وکارها نیز در حال بسته شدن هستند. یکی از صاحبان فروشگاه‌ها در شهر فائنزا می‌گوید که پس از سیل آینده اگر وضع به همین منوال باشد، فروشگاه خود را تعطیل خواهد کرد.

Residents of these areas, especially in Emilia-Romagna, are unhappy that they have been left alone and believe that the authorities have forced them to pay for insurance instead of providing more security.
Pira Alboni, another resident of the area, had repaired her house with her savings after suffering flood damage last year, but now she is faced with flooding and destruction again. "This flood has destroyed our roots and our security," he says.
Meanwhile, many businesses are also closing. One of the shop owners in Faenza city says that after the next flood, if the situation is like this, he will close his shop.
